CMS Awarded $9M Design-Build Hangar Renovation at Dover AFB

MAUMEE, OH – CMS Corporation (CMS), an experienced Department of Defense (DoD) construction prime contractor, announced today it was recently awarded a $9 million design-build (D-B) project to repair Hangar 706 at Dover AFB, DE. Dover AFB is under the operational control of the Air Mobility Command (AMC). The 436th Air Wing is the host wing and runs the busiest and largest air freight terminal in the DoD.

The scope of work for this project includes design and multi-disciplined construction to update and repair architectural/interior, HVAC, controls, fire protection, fire alarm system, and electrical at the hangar. The project also includes repairs to exterior wash rack drains at the site. Century Engineering is a member of the CMS D-B team and will be the Designer of Record (DOR) for this project.

The U.S. Air Force awarded this project to CMS – a prime contract holder under the $2.5 billion suite of Regional Engineering and Construction (RE&C) multiple award contracts for work at US Air Force installations across the United States. Company CEO Ernest Enrique noted, “CMS D-B Team members have a long, successful work history at Dover Air Force Base. Our institutional knowledge, coupled with our past experience and lessons learned at Dover, will ensure successful project delivery. CMS is currently working at the Base to execute Phase V of a project to bury primary overhead electrical lines base-wide. We look forward to executing these projects efficiently and safely in support of the Base mission.”

Most recently, CMS was one of eight firms awarded the $70 million Small Business (SB) Multiple Award Construction Contract (MACC) at Dover AFB. Projects under the MACC may include single- or multi-discipline design services and/or general building construction for new, renovation and addition-type projects at the Base, as well as interior design, lead and asbestos abatement and/or incorporation of sustainable features.

CMS is an award-winning construction contractor with D-B experience and strong self-performance capabilities in mechanical, piping and fabrication work. Our scope of services encompasses new construction, renovations, fueling systems, and energy and sustainability projects for a wide range of federal government and commercial clients. Our standard business practices of empowering our employees, partnering with our clients, and consistently applying innovative solutions to project challenges enable us to provide our customers with best value for their construction dollars.

CMS Wins $70M Dover AFB Small Business MACC

MAUMEE, OH – CMS Corporation (CMS) has been awarded a $70M Multiple Award Construction Contract (MACC) at Dover Air Force Base (AFB), DE. This contract is 100% set-aside for small business, with a 1-year base period and six 1-year option periods. Task orders issued under the MACC can range up to $10M dollars and will require either single discipline or multi-discipline design services and/or general construction for new, renovation and addition-type projects at Dover AFB. Projects may also require comprehensive interior design, lead and asbestos abatement and/or incorporation of sustainable features.

The Government received 29 proposals for this procurement and CMS was one of only eight firms selected to receive a contract. The estimated contract completion date is January 2028. The 436 CONS PKA at Dover AFB is the contracting agency.

In other news, CMS was also recently awarded a project for the design-build renovation of Hangar 706 at Dover AFB. The scope of work includes design and construction services to update and repair architectural/interior, HVAC, controls, fire protection, fire alarm system, and electrical at the hangar, as well as repair of the exterior wash rack drains at the site.

Ernest Enrique, CEO, noted, “These awards strengthen our presence at this important Base and throughout the region. In addition to these recent awards, CMS is currently working on a project to bury overhead electric lines at Dover. We look forward to the successful execution of these new projects and the opportunity to work with this important client in support of the Base mission.”

CMS Caps Off Year with Additional $13.5M in Awards

MAUMEE, OH – CMS Corporation (CMS) is closing out 2020 with two significant awards – one at Dover Air Force Base (AFB), DE, and the other at Buckley AFB, CO. At Dover AFB, CMS was awarded a $7.8M project to bury primary medium voltage overhead distribution lines located along the north half of Atlantic Street and the flight line. This project is Phase 5 of a 6-phase project to relocate overhead lines basewide. Once completed, the project will yield increased power capacity and reliability for the Base, as well as significant savings on maintenance costs associated with replacing weathered or damaged light poles, insulator maintenance, and line damage from ice storms.

At Buckley AFB, CMS received a $5.7M award to replace power plant controls at Building 433. Equipment, computer hardware and software for the Power Plant Control System (PPCS) at the facility is old and in need of replacement. Programmable logic controllers (PLCs) and generator controls are obsolete and no longer supported by manufacturers, making it impossible to find these replacement parts. CMS, teamed with local controls/systems integrator, Winn-Marion, will replace the generator controllers and PLCs making up the PPCS with new units, adding redundancy and additional functionality so the system can be more effectively monitored and controlled by power plant personnel.

Both projects were awarded under CMS’s existing prime indefinite delivery/indefinite quantity (ID/IQ) contracts with the US Air Force – the Regional Engineering and Construction (RE&C) East Region and RE&C Central Region contracts, respectively. CMS CEO Ernest Enrique stated, “These two awards mark the end of a challenging, yet highly successful year for CMS. From the onset of the pandemic, our No. 1 goal has been to protect our team members, their families, and our clients against the spread of the virus, while continuing to provide a high level of service to our clients. Like others in the construction industry, we have faced many challenges over these past months, but together we have been largely successful in meeting this goal.”

CMS is currently performing work for our Department of Defense customers at military installations in the Pacific, Caribbean and across the United States.
