CMS Awarded Navy $240M Small Business Multiple Award Construction Contract in Hawaii

BLOOMINGTON, IN – CMS (dba CT JV) has been awarded an indefinite-delivery/indefinite-quantity (ID/IQ) Design-Build/Design-Bid-Build Small Business Multiple Award Construction Contract (MACC) for construction projects located primarily within the Naval Facilities Engineering Command Hawaii area of responsibility. The combined contract ceiling is $240,000,000 and the period of performance is for a base period (1 year) plus four 1-year options. Task orders (TOs) or projects issued under the MACC will be firm-fixed price (FFP) and range from a minimum of $3,000,000 to a maximum of $30,000,000.

Types of work to be performed include, but are not limited to, new construction, repair, alteration, and related demolition of existing infrastructure based on design-build (D-B) or design-bid-build (full plans and specifications) for infrastructure within the State of Hawaii. Infrastructure includes residential building construction, construction of industrial buildings and warehouses, nonresidential buildings (other than industrial buildings and warehouses), and/or improvements (e.g., utilities, landscaping, airfields, and roadways). Work will be performed at various Navy, Marine Corps, Air Force, and miscellaneous federal and other facilities in the NAVFAC Hawaii area of responsibility.

The Navy received 22 proposals. CMS was one of only six contractors to receive an award under this ID/IQ contract.

CMS Chief Executive Officer Ernest Enrique noted, “This is a strategic win for CMS. It not only allows us to continue to build on our on-island presence in Hawaii, but also helps expand our corporate resume of work in the Pacific.” CMS (dba Aloha Pacific) is also currently one of the contract holders under the $200,000,000 NAVFAC Hawaii 8(a) MACC, which was awarded in September 2011 and is valid through September 2016.

 

CMS Welcomes New CEO Ernest C. Enrique

BLOOMINGTON, IN — Custom Mechanical Systems, Corp. (CMS) welcomes Ernest C. Enrique, PE as its new Chief Executive Officer and Chairman of the Board, effective immediately.

Mr. Enrique joins the leadership team of Mercedes Enrique, MBA, President and Khush Mander, Executive Vice President, who are also owners of CMS. As investor/owner of CMS, and an insider to the trials and rewards of defense contracting, Mr. Enrique comes to CMS with a rare insight into our company’s past, present, and future. He understands the unique challenges we face and how to approach them for greatest success. A natural successor to the position, Mr. Enrique also arrives at a significant turning point in CMS’s history as the company graduates from the SBA 8(a) program. Mr. Enrique will move from his prior position as President of TolTest, Inc. to his new position, conducting business from the CMS office in Maumee, Ohio.

An avid entrepreneur, Mr. Enrique’s responsibilities throughout his career have included development and implementation of large-scale strategic growth initiatives and successful management of global federal construction operations. His knowledge, moral character and energy are unmatched and he is held in highest regard by his customers, competitors, peers and employees. He plans to use his more than 25 years of experience in defense contracting to continue our ongoing work in shaping and positioning CMS for maximum visibility, advantage over our competitors, and sustainable success.

Mr. Enrique is a licensed Professional Engineer and has a Bachelor of Science and Master of Science in Civil Engineering. He serves as the Vice Chairman of the Board of Trustees of Lourdes University and is a member of the American Society of Civil Engineers, the National Society of Professional Engineers, the Society of American Military Engineers, and the Technical Society of Toledo.

CMS Awarded Small Business Multiple Award Construction Contract at NSA Crane

BLOOMINGTON, IN — CMS has been awarded a Small Business Multiple Award Construction Contract (MACC) at Naval Support Activity (NSA), Crane, Indiana. Work under the MACC will consist of various design-build and design-bid-build projects for construction, maintenance, and alteration. All work will be performed at NSA Crane and at the Glendora Test Facility in Sullivan, Indiana. The base contract is for one year, with four one-year option periods. Task orders will range in cost from $500K to $5M with a full contract value of $50M.

Bryan Remington Named CMS Representative for Craftperson of the Year

BLOOMINGTON, IN — Bryan Remington was recommended by his peers to be CMS’s representative for the Metro Indianapolis Coalition for Construction Safety (MICCS) Craftsperson of the Year awards program.

According to CMS President Mercedes Enrique, Mr. Remington is “a skilled pipefitter and a solid team player with organizational abilities that contribute to greater team performance. His team approach and continued excellence in his assigned roles made Bryan a logical choice to take the lead on selected assignments.”

Mr. Remington was promoted to Project Superintendent in a relatively short period of time and has proven his skill in organizing his work area, keeping his crews busy, coordinating with other tradespersons, and leading those under his direction. It is in light of Mr. Remington’s list of accomplishments at CMS that he was highly recommended and enthusiastically chosen as our “Craftsperson of the Year.”

SBA program allows CMS to service 300 federal government projects

When Custom Mechanical Systems Corp. (CMS) entered into the U.S. Small Business Administration’s 8(a) Program in 2005, it marked a turning point in the company’s development. Until that time, the company had been solely involved in commercial pursuits, providing mechanical fabrication and installation services to a variety of industrial and manufacturing customers throughout the Midwest.

By virtue of the SBA’s 8(a) Program, a business assistance program for small, disadvantaged businesses, CMS received guidance and mentoring to become a strong federal government contractor.

Today, CMS is an award-winning company specializing in design-build (D-B) and traditional construction, with a strong self-performance capability in D-B, new construction, renovation, energy, and mechanical construction, including steel and process piping fabrication capabilities. The company remains a SDB and MBE, with a resume of specialized federal work spanning the U.S. and Guam.

In the past nine years, CMS has been awarded
more than 300 projects valued at more than $225 million in 33 states and Guam. Projects have ranged from the $714,000 repair of HVAC systems at the U.S. Army Reserve Center in Scottsburg to the D-B of a $13.4 million Combat Support Vehicle Maintenance Facility (CSVMF) at Andersen Air Force Base in Guam. The CSVMF was certified LEED Silver and received numerous awards and client accolades. Most recently, the company has started work on the $24 million D-B of Wharf Charlie C-2 at Naval Station Mayport, FL.

The key to CMS’s success to date is simple: Safety and efficient project execution – on time and within budget – with delivery of a high quality project. CMS is based in Bargersville a Southside suburb of Indianapolis. Roughly 80 percent of our work is now for the federal government, primarily the Department of Defense. At the time, it was essential that we brought most of our focus to learning how to do work with this client. We had a steep learning curve and needed to ramp up quickly to meet the expectations of our federal clients.

While most of the business has been in the federal market, the company still maintains a strong commercial client base, with such firms as Reynolds Inc. (www.layne.com) and Praxair Inc. (www.praxair.com) and institutions, such as as Purdue University (www.purdue.edu) and Indiana University (www.indiana.edu). Commercial sector work has ranged from a steam piping replacement project at Indiana University (Bloomington Campus) to mechanical and instrumentation work at Praxair’s VS100M Vacuum Pressure Swing Absorption (VPSA) Plant, part of the Southport Wastewater Treatment Plant, in Indianapolis.

What’s next for CMS? In April of this year, the
company graduated from the SBA’s 8(a) Program, marking another key milestone in its evolution, and
is now positioned to expand its markets and client
base around the world. CMS
is eager to not only continue to grow as a federal contractor but also bring the specialized experience and lessons learned on its federal work to its existing and newer commercial and industrial clients.

Mercedes Enrique Elected to Minority Business Board

BLOOMINGTON, IN — CMS President Mercedes Enrique has been named 1st Vice Chair of the Minority Business Enterprises Input Committee (MBEIC), a standing committee of the Mid-States Minority Supplier Development Council (Mid-States MSDC) Board of Directors. Elected into membership by Mid-States MSDC-certified minority business enterprises (MBEs) , the MBEIC is organized specifically to provide to Board members and the Council constructive and solution-oriented input on issues affecting minority-owned businesses, and to promote Council programs and activities, such as the following:

  • Acts as an advocate for issues related to minority business development
  • Provides a platform for suppliers to network and partner for future business opportunities
  • Supports the mission of the Council
  • Recommends and develop programs for the Council’s MBEs and our diverse partners
  • Works to recruit additional MBEs
  • Serves as a liaison between the MBEs and the Council’s board

CMS Wins ABC Merit Shop Awards for Navy Projects

BLOOMINGTON, IN — The Associated Builders and Contractors (ABC) of Indiana/Kentucky recently presented Awards of Excellence to two CMS-led joint venture projects performed for the US Navy.

The Design-Build Port Operations Waterfront Facility at Marine Corps Support Facility (MCSF), Jacksonville, FL, and the Design-Build Repair Trident Refit Facility Dry Dock project at Naval Submarine Base (NSB) Kings Bay, GA, were recognized by ABC for excellence in construction at the ABC Awards Gala September 25 in Indianapolis.

The new 12,000-sf Port Operations Waterfront Facility consolidates MCSF administrative operations into a single, state-of-the-art, two-story structure overlooking the St. Johns River. An exterior wall of glass windows provides ample natural light and an expansive view of a large Navy staging and shipping area. The structure was built to withstand gale force winds and high humidity conditions, while meeting anti-terrorism/force protection requirements. Designed and constructed to LEED Silver standards for sustainability and energy efficiency, the Port Operations Waterfront Facility has been submitted to the US Green Building Council for official certification. The project was completed with an exemplary safety record with zero accidents or injuries over 34,000 work hours at the site.

At NSB Kings Bay, the Trident Refit Facility is the largest covered dry dock in the world. The facility provides logistics support for the modernization and repair of Trident submarines that circumnavigate the globe. Massive pumps, motors, valves, actuators, annunciators, flow meters, controls, HVAC equipment, and grates were repaired or replaced under a tight operational timeline. All work was performed in phases to accommodate a rotational schedule of submarines entering and leaving the dry dock. Since the area was protected by high-level Government security measures, daily entrances for contractors and other non-Government personnel created a daily logistical/scheduling challenge. To accommodate the rotational schedule of submarines coming in and out of the dry dock, renovations and repairs were finished, sealed, and tested in sections, which required precise coordination efforts and frequent meetings with the dock supervisor. The project was completed on time with without interruption to NSB operations, while earning the Navy’s STAR award for safety program excellence and leadership.

CMS Senior Project Manager Ken Stegall Named Small Business Liaison Officer of the Year

BLOOMINGTON, IN — CMS Senior Project Manager Ken Stegall was recently named the Small Business Liaison Officer (SBLO) of the Year by the Kittyhawk Post of the Society of American Military Engineers (SAME). The award is presented annually to the SBLO whose leadership, support and activities best exemplify the mission of the Small Business Council.

Mr. Stegall is currently serving as president of the Kittyhawak Post. He previously served as Vice President, co-chair of the Industry Affairs Committee, Small Business Liaison Officer, and Chair of the Small Business Committee. Mr. Stegall has been extremely active in the Society of American Military Engineers (SAME) from the beginning of his career in the Corps (Detroit and Louisville Districts), and has worked toward the advancement of small business in many capacities.

The award was presented to Ken on May 23, at the Post Awards Breakfast held at the Joint Engineer Training Conference & Expo (JETC) 2013.

CMS’ Jason Randolph Receives MICCS Craft Person of the Year Award

BLOOMINGTON, IN — CMS Field Team Member Jason Randolph has been named the 2012 Outstanding Craft Person of the Year Award from the Metro Indianapolis Coalition for Construction Safety (MICCS). Joining Mr. Randolph at the awards ceremony were fellow employees Chris Ackert, John Eden, Mercedes Enrique, Joey Kremer, Romeo Marroquin, and Jack Robinson. The MICCS Awards Program is the largest gathering of the industry in central Indiana and has become an important tool used by area companies to improve their safety programs. Mr. Randolph was selected by his peers and supervisors for exceeding safety standards at CMS.

CMS Marches for Babies

May 10, 2013

BLOOMINGTON, IN — CMS kicked off its new Health and Wellness initiative by forming a team to walk in the March of Dimes three-mile “March for Babies” on April 28 in Bloomington. CMS Team members, Mercedes Enrique (accompanied by Enzo the puppy), Jana Hasty, Claire Mitchell, and Stacy Nahlen, dedicated their efforts and earnings as a memorial to Owen John Wick, wearing shirts that read “Team CMS Marching for Owen.”

The mission of the March of Dimes is to “help moms have full-term pregnancies and research the problems that threaten the health of babies.”

Team CMS raised $1,170 in donations, including a large donation raised at the pitch-in hosted in Bargersville on Wednesday, April 24. Many thanks to all who walked, donated, grilled, and/or “pitched-in” at the delicious lunch!
